SOUTHERN TIER, N.Y. -- One New York Congressman and the man running against him want lawmakers to get back together and deal with high energy costs.

Congress adjourned Friday without passing an energy plan and Speaker Nancy Pelosi won't reconvene the House of Representatives.

Democratic congressional candidate Eric Massa says he disagrees with Pelosi and he's calling on Republican Congressman Randy Kuhl to ask President Bush to bring Congress back together.

"This is no longer a political issue. It's a matter of survival for my friends and neighbors. So I am issuing today a call to Randy Kuhl to use his close personal relationship with President Bush to actually get something done," Massa said.

Kuhl is in Washington protesting the Congressional adjournment. He says he talked to the president, but although he can reconvene Congress, the president cannot set the agenda.

Kuhl says Massa doesn't understand the process.

"If Mr. Massa wants to put his money where his mouth is, he would return the $14,000 in campaign contributions he's received from the Speaker. Otherwise, his statement is just deceptive. It's hypocritical. And it highlights everything that's wrong with the Democratic majority that's leading Congress," Kuhl said.

Kuhl Introduces ‘All-Of-The-Above’ Energy Legislation
WASHINGTON, D.C. July 23, 2008 - U.S. Representative John R. “Randy” Kuhl, Jr. (R-Hammondsport) today introduced legislation that will increase the supply of American-made energy, improve conservation and efficiency, and promote renewable and alternative energy technologies. The American Energy Act is the “all-of-the-above” energy plans in a single piece of legislation.
“American families are experiencing a horrific burden that the skyrocketing cost of gasoline has inflicted upon them. And while House Republicans have proposed solution after legislative solution to America’s energy crisis, the Democratic leadership has chosen to rename post offices instead of bring to the floor our legislation,” said Rep. Kuhl. “The American Energy Act is a comprehensive energy bill that includes conserving more, drilling in America, bringing online additional refineries, and developing all viable alternative fuel sources. I call on my Democratic colleagues to help America achieve energy independence and allow an up-or-down vote on this bill.”
The House Republicans Conference will unveil the American Energy Act at 1:30 pm today on the Capitol steps. The legislation will increase production, promote clean and reliable energy, increase supply and encourage efficiency.
To increase the supply of American-made energy in environmentally sound ways, the legislation will:
*Open our deep water ocean resources, which could provide an additional 3 million barrels of oil per day, as well as 76 trillion cubic feet of natural gas;
*Open the Arctic coastal plain, which could provide an additional 1 million barrels of oil per day;
*Allow development of our nation’s shale oil resources, which could provide an additional 2.5 million barrels of oil per day; and
*Increase the supply of gas at the pump by cutting bureaucratic red tape that hinders the construction of new refineries.
To improve energy conservation and efficiency, the legislation will:
*Provide tax incentives for businesses and families that purchase more fuel efficient vehicles;
*Provide a monetary prize for being the first to develop an economically feasible, super-fuel-efficient vehicle (reaching 100 miles-per-gallon); and
*Provide tax incentives for businesses and homeowners who improve their energy efficiency.
To promote alternative and renewable energy technologies, the legislation will:
*Spur the development of alternative fuels through government contracting, the repeal of the "Section 526" prohibition on government purchasing of alternative energy and promotion of coal-to-liquids technology;
*Establish a renewable energy trust fund using revenues generated by exploration in the deep ocean and on the Arctic coastal plain;
*Permanently extend the tax credit for alternative energy production, including wind, solar and hydrogen; and
*Eliminate barriers to the expansion of emission-free nuclear power production.

Massa releases comprehensive plan to lower gas prices

Massa's plan, if implemented, would lower gas prices within weeks, and create the long term conditions to help America shake its dependence on foreign oil. "Families in Western New York are sick of excuses. Congress needs to take immediate action to end these skyrocketing gas prices and implement a long term strategy to get us off of foreign oil," said retired Navy Commander Eric Massa. "When Randy Kuhl first took office, the National average for a gallon of gas was $1.70. Today it is well over $4.00. It is time for Democrats and Republicans to stop bickering and work together to find a real solution. To lower our gas prices, we need to drill for oil in the 68 million acres of land already zoned for production, use a small portion of our strategic reserve to immediately stabilize the market and lower prices and fund research and development for alternative energy technologies."

Massa's plan includes:

• Selling 10% of the Strategic Oil Reserve to immediately lower gas prices;
• Drilling for oil in the 68 million acres of land already zoned for domestic production;
• Ending the Bush-Kuhl tax handouts to Big Oil as they continue making record profits;
• Providing long term economic incentives for American auto manufacturers to produce more ultra fuel efficient vehicles.
