SOUTHERN TIER, N.Y. -- As Congress prepares to reconvene and continue work on a financial rescue plan, one congressman says it's time for one that will stabilize the markets and protect the American people.

Congressman Randy Kuhl voted against the original bailout plan. According to Kuhl, it did not address the causes of Wall Street's problems and put the burden on taxpayers. He says Congress had less than two weeks to work on the plan and will pass a better one soon.

"To get immediate response when you have a million different kinds of ideas and approaches, it needs to be actually properly vetted, worked through, which we're doing right know, getting a lot of ideas, a lot of input, a lot of modification, we'll come up with a financial plan. We have to. It's the right thing to do,” Kuhl said.

Kuhl, a Republican, is running for re-election in New York's 29th district against democrat Eric Massa. Massa says he too would have voted against the bailout plan and would only support one that creates an independent group to oversee bailout spending.
