ELMIRA, N.Y. -- One proposal that didn't make it out of Albany would have helped Elmira leaders manage the city's cat population. State lawmakers said they were willing to allow Elmira to implement a program to trap stray cats, spay or neuter them and return them to the streets, but that would have been an exception specific to Elmira.

One proposal that didn't make it out of Albany would have helped Elmira leaders manage the city's cat population. State lawmakers said they were willing to allow Elmira to implement a program to trap stray cats, spay or neuter them and return them to the streets, but that would have been an exception specific to Elmira.
The mayor says advocates had concerns that would hinder trap, neuter, return efforts in other areas. He says city leaders will work to promote a statewide change next year.
