OSWEGO COUNTY, N.Y. -- After an investigation, the New York State Inspector General has found that two members of the Port of Oswego Authority held their seats in violation of statutory requirements. Both Richard Tesoriero and Ralph Jennings served on the Authority even though they were not residents in the city of Oswego.
Under State Public Authorities law, seven of the nine board of directors on the Authority must reside within Oswego. An examination of voting registration data by the Inspector General found that neither Tesoriero nor Jennings reside in the city of Oswego.
Jennings resigned his seat during the investigation and the Inspector General found that Tesoriero's ownership of rental property and a business in the city did not satisfy the port authority's residency requirement.
In May, the state senate confirmed Terrence Hammill to replace Tesoriero on the board.
