PENNELLVILLE, N.Y. -- Last year David Bourlier was hired to build a garage in Scriba, a job he never completed. Bourlier, listed as the owner of Arrowhead Garage Builders, was arrested earlier this week. He claims he never finished the job because the homeowner made him stop.
"It was ready for concrete. And my mason went over to actually check out the job and the man told him to leave,” said Bourlier.
But investigators said it goes deeper and this isn't the first time he has started a job and not finished it.
"There is at least one previous arrest in Onondaga County for the same activity, same type of activity, said Oswego County Sheriff Reuel Todd.
In November Bourlier was brought up on grand larceny charges in another case. In both cases investigators said Bourlier did not put money for the job in a separate account, a move which violates the Lien Law.
An Oswego County contractor is headed back to court charged with grand larceny. Investigators said David Bourlier of Pennellville started a project for a customer and never finished it. Our Andy Mattison spoke with Bourlier who said it all boils down to a law he never knew existed.
Bourlier said he had no idea the law existed and neither did anyone else.
"I talked with accountants, I talked with banks, and nobody knew this," said Bourlier.
In addition to a previous arrest Bourlier has had plenty of complaints filed against him. The Better Business Bureau has a file of nine complaints filed against Bourlier dating as far back as November 2006, with five of those complaints coming in the last year.
Bourlier said the complaints and charges against him have hurt his reputation.
"I'm 53-years-old and basically in the past few months they've made me into a criminal here," Bourlier said.
Bourlier is due in court May 15.
