PENNELLVILLE, N.Y. – An Oswego County contractor faces a third charge of grand larceny. He's accused of starting projects for customers and not finishing them.
David Bourlier of Pennellville already faces charges for not completing jobs in the towns of Scriba and Manlius. Thursday he was arrested for failing to complete a third job in Cicero in which he was hired to build a garage.

Police said he did not refund the money he received for the projects.
He is also accused of breaking the lien law by failing to place the payments he received into a designated contractor’s escrow account.
