ST. LAWRENCE COUNTY, N.Y. -- The economic stimulus plan has given many people hope for better times ahead, but in the meantime, many others are struggling to get by.

"We're really seeing the effects of the global economic crisis right here in St. Lawrence County. We have had a huge increase in demand from a year ago," said Chris Rediehs, Commissioner of the St. Lawrence County Department of Social Services.

Last month, the department saw a 16 percent increase in the number of people using the Temporary Assistance Program, 12 percent more using Home Energy Assistance, five percent more using Medicaid and 18 percent more people using food stamps than in February 2008. So the department's expanded the hours they accept applications and interview clients to meet the increased demand.

"We are able now with these changes to interview people the same day as they turn in their applications as long as their application is turned in between 9 a.m. and 1 in the afternoon," said Rediehs.

The expansion allows the department to dedicate 20 hours a week to getting people started with assistance, instead of only 12. The new schedule is in its third week and is already generating positive results.

"Having the applications turned in to 1 p.m. allows us to accept more applications. I don't think we're seeing as many people being disgruntled or upset because they're told they can't be seen that day, so I think we really are getting to see the people as they come," said Sharon White, Senior Social Welfare Examiner for the county Department of Social Services.

It isn't easy to ask for help, especially if this is the first time you've needed it. So flexible hours help the department operate more efficiently, making it easier for those who are new to the process.

White said," When you get someone who's never dealt with the agency before, it's a scary thing and they're wondering what kind of information are they going to have to provide and whatever, but if we can give them a good atmosphere, a friendly atmosphere and make them realize we're here to help them, it makes it easier for them."

The Department accepts applications from 9 a.m. to 1 p.m. Monday through Friday.
